Autism

Any advice would be greatly appreciated. My niece has been slow since birth. She is now a freshman in HS and appears to be in 6th grade, she doesn't have good social skills and repeats what you say over and over. Her mother, is my ex-sister in-law, so she doesn't accept much I have to say and blames everything on my brother which is her ex-husband. I asked her about 2 years ago if she had her tested for autism and the school system said she didn't have it. I've read allot and I believe she needs help, but being her aunt I'm limited in what can be done. Are schools equipped with testing for autism and or asperger's? I'm not sure how to approach her mother, as I know we never want to hear the faults our own children have.
